Jennifer Capitolo is a seasoned California lobbyist with a long track record of significant legislative, regulatory, and competitive funding award victories for her clients.

Since 2003, she has been advocating for public and private clients in the areas of water, energy, climate change, infrastructure, and housing.

​

Jennifer’s leadership in these policy areas and her close relationships throughout state government are the qualities her clients rely on to shape legislative and regulatory proposals for the benefit of their customers and constituents.

Jennifer works with her clients to build informed and intelligent government relations strategies and campaigns that deliver positive, measurable outcomes.

Jennifer currently serves as the contracted executive director of the California Water Association. As executive director she represents regulated water utilities at the California Public Utilities Commission (CPUC) and with the governor, state legislature, State Water Resources Control Board, and other regulatory agencies. Jennifer is a graduate of the California Water Education Foundation's 2015 Water Leaders fellowship program for California water policy professionals.
